<p>Organisations went digital amid the COVID-19 pandemic, which pushed many cyber attackers and scammers to take advantage of the current working environment. With that in mind, the Reserve Bank of New Zealand (RBNZ) – Te Pūtea Matua has released draft guidance on what regulated entities must consider when managing cyber resilience.</p>
<p>The draft guidance, which is open for feedback, details the RBNZ&#8217;s expectations around cyber resilience. It draws heavily from leading national and international cybersecurity standards and guidelines.</p>
<p>“As cyber risk continues to rise, there is growing awareness that cyber incidents could present risks to the stability of the entire financial system. Improving cyber resilience has become a key priority for prudential regulators around the world,” said Geoff Bascand, the deputy governor and general manager of financial stability at RBNZ.</p>

<p>“Our relationship with Prospect goes back around five years where we worked with them on our unmanned aerial vehicle (UAV) product, which was the first UAV policy to be launched in the New Zealand marketplace,” Pollard told <em>Insurance Business.</em></p>
<p>“They were instrumental in helping us get that off the ground, and we got them involved in our personal cyber product around four years ago. They helped put the finishing touches on that from a capacity perspective, so this product is something we’ve worked on for a long time.”</p>
<p>“All of the insurance solutions for cyber globally and in New Zealand are for businesses, and nobody was really addressing the personal or family aspect,” he explained.</p>

<p>According to the Guardian, New Zealand’s NZX stock exchange continues to suffer disruption from distributed denial-of-service attacks originating &#8220;offshore,&#8221; Halted trading in cash markets has disrupted the exchange&#8217;s debt, Fonterra shareholders, and derivatives markets. The Associated Press reports that the Government Communications Security Bureau has been brought in to help with the investigation.</p>
<p>Digital Shadows thinks it sees unmistakable signs that proprietors of Empire, “the largest and most trusted English-language cybercriminal marketplace,” have shut down and absconded with their clients’ money.</p>
<p>Egor Igorevich Kriuchkov, the Russian national arrested by the FBI and charged Monday with conspiracy to damage a computer at an unnamed US company, allegedly offered an employee of the company $1 million to help install custom malware in the company’s servers. Teslarati reports that the intended victim was Tesla, and that the employee Mr. Kriuchkov approached declined the offer and worked with the FBI to make their case. Other conspirators are presumably in Russia, where they’re safe from extradition to the US.</p>

<p>CyberCX, the Australian based cyber security organisation, has launched in New Zealand with plans for ‘significant investment’.</p>
<p>CyberCX NZ will have a large specialised cyber security workforce in New Zealand, serving enterprise and government customers in an over NZ$600 million cyber security market.</p>
<p>The company has stated it has plans to introduce a full suite of cyber security services to protect and defend New Zealand businesses, enterprises and government agencies from global and local cyber threats.</p>
<p>CyberCX NZ will cover key cyber security domains, including: consult and advisory; governance, risk and compliance; incident response; penetration testing and assurance; security integration and engineering; and managed security services.</p>
<p>In addition, the company will also provide cloud and mobile security, and identity management services.</p>

<p>How the banking sector chooses to respond to the significant impact caused by the COVID-19 pandemic will have a major influence on how the financial system evolves over the next decade.</p>
<p>The pandemic has posed significant challenges to both our economy and the financial system as a whole. We expect it will take some time before we see a full recovery, Reserve Bank – Te Pūtea Matua Deputy Governor and General Manager of Financial Stability Geoff Bascand said in a speech delivered today.</p>
<p>“New Zealand’s financial sector has proved resilient to the dual health and economic shocks and indeed, supported the business and household sectors through strong business continuity arrangements, the accommodation of many customers through the restructuring of borrowing terms, and only a relatively modest tightening of lending standards.</p>
<p>“A financial crisis and ‘credit crunch’ on top of an economic crisis would be hugely disruptive for New Zealanders’ wellbeing. The ability of financial institutions to absorb shocks, accept risk and continue lending in the face of shocks is foundational to our regulatory framework.”</p>
