City Manager Harry Black ousted one of Cincinnati’s highest-ranking police officials Thursday, one day after publicly complaining about a “rogue element” in the police department undermining the police chief’s authority.
Assistant Police Chief Dave Bailey will step down immediately as part of an agreement with Black to end his 31-year career with the Cincinnati Police Department, according to a source with knowledge of the negotiations.
