Clearwater Fire & Rescue official resigns after audit shows misuse of sick leave, vacation payouts

CLEARWATER — A fire department official has resigned after an internal audit revealed the agency mistakenly paid out thousands of dollars in unearned sick time, benefits and incentives for at least five years.

City Manager Bill Horne confirmed Martin Moran, an administrative support manager for Clearwater Fire & Rescue, resigned Friday in lieu of being fired. Because Moran was directly responsible for overseeing the department’s payroll, budget and travel expenses, Horne said he should have been aware city policy was not being followed.
