Executive Summary

Banks serving in poor communities rely quite heavily on revenues from overdraft charges.  There’s a risk that some banks are boosting their overdraft revenues through the methods they use for logging transactions, which can impose charges unnecessarily, and there are reports that funds from stimulus checks hitting customer accounts may be applied by banks towards covering those overdraft charges rather than made available for customers to spend on necessities.
