Absence of internal control staff leave ministries open to corruption

The door to corruption remains open at times even when there is no intention on the part of the government, as it neglects to adequately staff ministries or even deputy ministries in terms of internal control.

This internal control could prevent the mismanagement of public funds.

Some services do not even have an Internal Audit Service or have one or two individuals for audit purposes.

This is particularly problematic when dealing with significant financial amounts, whether it involves allowances of millions or other public expenditures.

In general, internal audit units suffer from insufficient staffing, as indicated by the presentation of the progress of the implementation of a relevant decision of the Council of Ministers (since March 2021) by the Internal Auditor General, Anna Zavou.

Some public services exhibit substantial gaps in terms of personnel shortages, which is also observed in the Internal Audit Service itself, theoretically supervising internal control that began to be implemented in 2013, mainly at the Ministry of Transport.
