State employees in multiple agencies were demonstrably aware for years that the Department of Health and Human Resources had moved out of the Middletown Mall as it continued to pay $31,000 per month for the space, according to testimony before a joint legislative committee Tuesday.
DHHR wrote the monthly checks that eventually totaled nearly $1 million as its employees said in emails they knew the department had vacated the space as of May 31, 2015.
