The Organization for Security and Cooperation in Europe (OSCE) has issued new physical security guidance to help governments, owners, and operators strengthen the protection of critical infrastructure. Though the Technical Guide focuses on the physical security threats, it encourages policymakers, critical infrastructure owners/operators, and other stakeholders to strengthen collaboration with their cybersecurity counterparts because ‘[w]hen security leaders operate in [cyber and physical security] siloes, they lack a holistic view of security threats targeting their enterprise.’ Thus, participating States and critical infrastructure owners/operators may find value in breaking down silos between these communities and working towards a comprehensive approach to risk management at the facility, organizational, and sector levels.
The OSCE emphasizes that physical security should be integrated with personnel, procedural, and cybersecurity measures to form a cohesive and sustainable security framework for each facility.
